Working as Monitoring and Evaluation National Advisor with Adam Smith International under the United Kingdom Department for International Development,
Seconded to Civilian Technical Assistance Programme of Ministry of Finance, Islamic Republic of Afghanistan

Objective of the Post:

The Civilian Technical Assistance Programme has been designed specifically to build capacity of the Afghanistan Civil Service. The nature of the programme is to embed change management and capacity building technical experts within key governmental departments that provide service delivery to the people of Afghanistan. This is first a “government to government” programme, which is owned by government for government.

The Monitoring and Evaluation (M&E) is overall responsible to track progress and impact of building capacity across government using resources supplied through government, and focusing on tracking progress within the client department by measuring capacity building impact within the department. The M&E system is also responsible to measures capacity building impact of the programme as a whole through the aggregation of results from the CTAP client packages.

Specific Tasks:

 Working under the direct supervision of CTAP Programme Director and International M&E Consultant, and in close cooperation with Deputy Minister of Finance;
 Responsible for M&E framework to assess ministerial capacity improvement, incorporated into ministry capacity building strategies;
 Monitoring data collection on process, output and outcomes indicators, analysis these data and reporting;
 Prepare/finalize monthly monitoring reports, quarterly/bi-annual/annual Programme performance analysis reports, based on analysis and findings of field monitoring data and information;
 Provide data/information support in preparation of weekly/monthly Executive Briefs and Situation Analysis Reports for Stakeholders;
 Prepare Logical Framework and M&E Framework for the clients Ministers;
 Prepare regular progress and final reports for the stakeholders;
 Responsible for developing M&E frameworks for TA-driven capacity development strategies;
 Providing technical assistance to Ministries in implementing the M&E framework developed during the design phase;
 Support the development of M&E tools, frameworks and procedures needed to institutionalize the CTAP process;
 Responsible for manage reporting, stakeholder relationships and communications in respect of CTAP M&E activities.

Specific Tasks:

 Formulating polices, guidelines and strategies for management consideration and approval concerning capacity building and enabling activities

 Responsible for the management of the operational, security, financial and administrative activities of NABDP at central and provincial level.
 Supervise and coordinate the work of all regional/provincial offices and staff members and providing necessary support for smoothly running of the activities and operation.
 Controlling and supervising over all activities of the NABDP’s Transport and procurement sections on central and provincial level
 Provision of the work permit, visa, travel documents, obtaining security clearance, for both national and International staff members of NABDP to support their work, visits and field trips
 Establish operational system and structures for program implementation and delivery according to the work plan, project documents, allocated budget
 Responsible for establishing various units like program, operation, human resources, administration and provision of the equipment and materials to facilities their work and activities
 Oversee progress and achievement of various units and sections as well as key staff members to ensure timely implementation of programs and projects as outlined and ensure day to day direction and management of NABDP’s program
